An ADU is a separate living unit. It usually has a kitchen, bathroom, living area, sleeping space, and independent access. These features introduce additional plumbing, sewer, ventilation, life-safety, and permitting requirements.
This distinction matters early in the planning process. Adding a bathroom, cooking area, or sleeping space later can require major design and utility changes. If the structure may eventually serve as a guest suite, rental, or independent living space, plan for that possibility before construction begins.
Permit requirements depend on the structure’s size, height, location, use, and installed systems.
In Portland, a detached, one-story, non-habitable accessory structure of 200 square feet or less may qualify for an exemption from a structural building permit. The exemption has conditions. The structure cannot contain a kitchen, be used for overnight sleeping, or support certain business activities.
A structural permit exemption does not remove every other requirement. Electrical, mechanical, and plumbing work may need separate trade permits. Zoning regulations, lot coverage, setbacks, height limits, environmental overlays, and homeowner association rules can still apply.

Next, consider construction access. A pod may require crane access or a clear delivery route. A custom office needs space for workers, equipment, and materials. Narrow side yards, retaining walls, gates, and neighboring structures can affect both the building method and cost.
Trees also influence placement. Roots can conflict with foundations and utility trenches, while protected-tree requirements may reduce the buildable area.
Finally, consider how the office will change the yard. Its position should preserve useful outdoor space, avoid unnecessary conflicts with neighbors, and create a practical connection to the house. A stable path and exterior lighting can make the daily walk safer during dark or wet weather.
A small office can work well when its layout begins with the equipment and work routine rather than an arbitrary room size.
Plan for the desk, chair, monitors, printer, storage, and any specialized equipment. Allow enough space behind the chair, around doors, and between work areas. If video calls are common, check the camera background and the relationship between the desk, windows, and artificial lighting.
An office shared by two people needs more than room for a second desk. Each person may need separate storage, outlets, lighting, acoustic control, and enough distance to take calls without disrupting the other.

Insulation and air sealing help keep the temperature stable. Walls and roofs often receive the most attention, but an uninsulated floor can remain cold even when the air is warm. Doors, windows, outlets, and other penetrations also need to be sealed properly.

The most useful comparison is the complete installed price. A low shell price can become misleading once foundation work, delivery, electricity, insulation, climate control, finishes, and permits are added.

Our Beaumont-Wilshire ADU conversion began as a two-level pool house. The homeowners wanted to turn it into a complete living unit with a kitchenette, living room, bedroom, and bathroom while preserving as much usable space as possible.
The existing pool house already had a half bath, but it needed a shower and cooking area to function as an ADU.
We designed an open plan on the lower level, placing the kitchenette across from large French doors that connect the room to the backyard. A ductless HVAC system provided heating and cooling without consuming the space required by a larger duct system.
To create a full bathroom, we removed the existing bathroom and converted an adjoining closet into the shower. Custom cabinetry added storage within the limited footprint. Colorful Clayhaus tile became the focal point in the kitchenette, while a softer version of the material connected the bathroom to the rest of the design.
This project went beyond a backyard home office, but it shows why the building’s long-term purpose should be established early. A one-room office and an independent living unit may begin with the same existing structure, yet they require different layouts, utilities, permits, and levels of investment.
Begin by defining how the office needs to work. Identify who will use it, how often it will be occupied, what equipment it needs, and the level of privacy the work requires.
Next, evaluate the property. Review setbacks, lot coverage, grade, drainage, trees, construction access, and the routes available for electricity and data.
Then compare complete project costs. An office-ready pod, shed shell, and custom building should be evaluated as finished, usable spaces rather than products with different lists of exclusions.
